The Harris County Department of Education board voted unanimously Tuesday to continue operating its 15 Head Start preschool programs after emotional testimony from parents and a sharp debate among trustees.
The trustees ultimately agreed to keep the centers open and to have the district staff compile a report comparing the HCDE’s Headstart programs with other programs in the area run by other operators.
